✨ Sparkles signals that something is new, special or a bit magical. It has also developed a distinctive grammatical use: wrapping a phrase in sparkles (✨like this✨) marks it as sarcastic or theatrical.

Use it to make an announcement feel like an occasion, or as an ironic frame around a word you want to highlight.

Online the sparkles serve a particular function: they frame words for ironic emphasis – “that is ✨excellent✨” usually means the opposite. The usage comes out of queer online spaces and fandom Twitter of the 2010s.

Alongside that, ✨ marks novelty and cleanliness, which is why it appears relentlessly in product descriptions. In Japan the sound-word kirakira gives the sign its own tradition.
